HMDA to Raise ₹2,144 Crore Through Bonds for Major Road Projects

For the first time, the Hyderabad Metropolitan Development Authority (HMDA) will raise ₹2,144 crore through infrastructure bonds to fund major urban projects aimed at boosting connectivity and easing congestion. This strategic financing marks a significant shift in how Hyderabad funds its critical infrastructure, with multiple flagship projects now on the accelerated timeline.

The Budvel Trumpet Interchange: Gateway to the City

The Budvel trumpet interchange, connecting Radial Road–2 with the ORR, is estimated at ₹488 crore and will facilitate smoother traffic flow between Gachibowli, Shamshabad, Rajiv Gandhi International Airport, and Budvel. Designed to international standards, the proposed trumpet interchange is envisioned as a landmark gateway to Hyderabad and is expected to play a crucial role in providing seamless, multi-directional connectivity between Radial Road–2, ORR–Gachibowli, ORR–Shamshabad–Rajiv Gandhi International Airport, and the Budvel area. The interchange will also improve access to the upcoming Musi Riverfront development and the planned Budvel urban layout. The DPR for the Trumpet interchange has been completed and is presently at the tender stage.

Signal-Free Elevated Corridor–III: The Game-Changer

Among the major projects planned is an elevated corridor from the Integrated Command and Control Centre (ICCC) in Banjara Hills to the Shilpa Layout Flyover, estimated to cost ₹1,656 crore. The corridor will provide direct, signal-free access to the Outer Ring Road (ORR) at Gachibowli. Planned in two phases, the 9-km-long corridor will run parallel to the Mehdipatnam–Gachibowli radial road. The elevated road is expected to significantly ease congestion across Banjara Hills, Film Nagar and HITEC City, with six strategically placed entry and exit ramps. This two-phase rollout will unlock faster, smoother travel to IT hubs and HITEC City, critical for Hyderabad's tech workforce.

Pipeline Road Widening & ORR Expansion

The government has sanctioned ₹110 crore for widening and strengthening Pipeline Road from Shankarpally Road at MGIT to Manikonda, including junction development at NPCI. This will help ease congestion in happening places like Manikonda, Puppalaguda, Kokapet, Gandipet, and Narsingi. Additionally, another ₹26.5 crore has been sanctioned for widening the left carriageway of the ORR from Nanakramguda to Gachibowli, with the Hyderabad Growth Corridor Limited (HGCL) planning to expand the stretch from three lanes to four.

Why These Projects Matter for Homebuyers

These infrastructure investments directly translate to faster commutes, shorter travel times to airports and IT corridors, and enhanced connectivity for emerging neighborhoods. Modeled on the successful Kokapet Neopolis trumpet flyover, the Budvel junction will be built using advanced engineering standards to ensure a "seamless journey" with minimal interruptions for motorists. Officials expect benefits similar to Kokapet, where traffic towards Shankarpally has reduced considerably. For property buyers in Budvel, Gachibowli, Banjara Hills, and western Hyderabad, these projects unlock real value through improved accessibility and reduced travel friction.

Bond Issuance & Financial Strategy

The HMDA has mobilised Rs 3,278 crore via bonds from its planned first tranche of Rs 4,999.87 crore (including green shoe option) The HMDA has maintained a strong financial position with diversified revenue streams, including development charges, building regularisation schemes, land auctions, and Outer Ring Road (ORR) Toll Operate Transfer (TOT) receipts. This robust financing model signals HMDA's commitment to execution and investor confidence in the projects' viability.

Questions, Answered

What is the Budvel trumpet interchange and when will it be completed?
The Budvel trumpet interchange, connecting Radial Road–2 with the ORR, is estimated at ₹488 crore and will facilitate smoother traffic flow between Gachibowli, Shamshabad, Rajiv Gandhi International Airport, and Budvel. The DPR has been completed and is presently at the tender stage. Construction timelines will be announced post-tender.
How will the elevated corridor from Banjara Hills to Shilpa Layout reduce traffic?
The corridor will provide direct, signal-free access to the Outer Ring Road (ORR) at Gachibowli. Officials said it would reduce traffic conflicts, improve safety and cut travel time in one of the city's busiest stretches. The 9-km elevated expressway creates a bypass for key intersections, eliminating signal delays.
Which areas will benefit most from these infrastructure projects?
The projects will focus on key growth corridors in western and southern Hyderabad, including Budvel, Gachibowli, Banjara Hills, Manikonda and the Outer Ring Road (ORR) stretch, which have witnessed rapid urbanisation and traffic volumes in recent years.
How is HMDA funding these ₹2,144 crore in projects?
For the first time, the Hyderabad Metropolitan Development Authority (HMDA) will raise ₹2,144 crore through infrastructure bonds to fund major urban projects aimed at boosting connectivity and easing congestion. This bond issuance is backed by HMDA's diversified revenue streams.
Will the Budvel interchange improve airport connectivity?
The Budvel trumpet interchange will facilitate smoother traffic flow between Gachibowli, Shamshabad, Rajiv Gandhi International Airport, and Budvel. Yes—direct connections to airport corridors will reduce travel time significantly for airport-bound traffic.
What is the status of the Elevated Corridor–III project?
The corridor will be developed in two phases—Phase I from Film Nagar to Shilpa Layout (5 km) and Phase II from ICCC Tower to Hakimpet Kunta (4 km). Clearances are currently being pursued for a short stretch passing through Defence land.
How much will the Pipeline Road widening project cost?
The government has sanctioned ₹110 crore for widening and strengthening Pipeline Road from Shankarpally Road at MGIT to Manikonda, including junction development at NPCI. The project has a six lane carriageway with a 10-meter median, minor bridges, junction improvements etc.
How will these projects impact real estate values in western Hyderabad?
Improved connectivity and reduced commute times typically drive property appreciation in emerging markets. Areas like Budvel, Manikonda, and western ORR corridors are expected to see strong demand as infrastructure becomes operational and accessibility increases.
What are the entry and exit points on the elevated corridor?
The corridor will have a mix of four-lane and six-lane sections, with six entry and exit points at Film Nagar, Narne Road, Road No. 52, ITC Kohenur Road, T-Hub Junction and Auro Realty Junction.
When will tenders be floated for these projects?
Tenders will be floated shortly. For Pipeline Road, tenders are expected in the near term as per administrative approval issued in January 2026.
